MoPR Launches AI-Powered Tool ‘SabhaSaar’ to Digitize Gram Sabha Summaries.

The Ministry of Panchayati Raj (MoPR) has launched ‘SabhaSaar’, an Artificial Intelligence (AI)-based summarisation tool to automatically generate structured Minutes of Meetings (MoM) from Gram Sabha and Panchayat recordings. The initiative was launched in New Delhi in August 2025 by Union Minister Rajiv Ranjan Singh.

🎯 Key Highlights:

  • - The SabhaSaar tool is designed using Artificial Intelligence (AI) and Natural Language Processing (NLP) technologies, allowing automatic transcription of spoken discussions, identification of key decisions, and creation of well-formatted summaries. The tool is integrated with Bhashini, India’s National Language Translation Mission (NLTM), to ensure accessibility in multiple languages.
  • - The launch event was attended by Union Minister of Panchayati Raj Rajiv Ranjan Singh, and Union Minister of State (MoS) Professor Satya Pal Singh Baghel, who emphasized its importance in improving transparency and efficiency in local governance.
  • - The Ministry of Panchayati Raj has urged all States and Union Territories (UTs) to adopt the SabhaSaar tool for recording Gram Sabha proceedings.

💡 Other Important Facts:

  • (i) As part of the first phase, Tripura was chosen for initial implementation. On 15th August 2025, all 1194 Gram Panchayats of Tripura—including traditional local bodies—used the tool to generate MoMs for Special Gram Sabhas, aligning with the 79th Independence Day celebrations. This highlights the government’s focus on digital empowerment at the grassroots level.
  • (ii) Bhashini, which was launched in July 2022, serves as India’s AI-powered language translation platform and currently supports 13 Indian languages, with plans to add more. Through its integration with SabhaSaar, the platform ensures inclusivity for Panchayat functionaries across diverse linguistic regions, thereby strengthening participatory democracy.
  • (iii) The key objectives of SabhaSaar include enhancing efficiency, reducing time spent on manual documentation, ensuring accountability, and enabling Panchayat officials to focus more on governance and service delivery. By digitizing Gram Sabha processes, the government aims to set a new benchmark in e-governance, rural digital innovation, and participatory decision-making.
