Mizoram Becomes India’s First Fully Literate State Under ULLAS Initiative.

On May 20, 2025, Mizoram Chief Minister Lalduhoma officially declared Mizoram as India’s first fully literate state during an event at Mizoram University in Aizawl. The event was attended by Union Minister of State Jayant Chaudhary from the Ministry of Education.

  • - Mizoram has achieved an impressive 98.2% literacy rate according to the Periodic Labour Force Survey (PLFS) 2023-24, a significant rise from its 91.33% literacy rate recorded in the 2011 census, when it was ranked as the third most literate state in India.
  • - The Understanding of Lifelong Learning for All in Society (ULLAS) initiative, under the New India Literacy Programme (NILP), enabled Mizoram to surpass the Ministry of Education’s 95% literacy benchmark, officially declaring it India's first fully literate state.
  • - As part of the NILP, 3,026 illiterate individuals were identified across Mizoram. Among them, 1,692 showed willingness to participate in the learning process, reflecting strong community engagement.

💡 Other Important Facts:

  • (i) The achievement was supported by 292 volunteer teachers—including students, educators, and resource persons—who conducted learning sessions and ensured inclusive education access.
  • (ii) Mizoram’s literacy model aims to incorporate digital literacy, financial awareness, and entrepreneurial skills, making the population better equipped for modern societal and economic participation.
  • (iii) Launched by the Government of India for 2022–27, ULLAS is a centrally sponsored programme aligned with the National Education Policy (NEP) 2020. It targets adults aged 15+ who missed formal schooling, helping them integrate into mainstream society through foundational and functional education.
