Union Cabinet Approves HCL-Foxconn Joint Venture to Establish ₹3,706 Crore Semiconductor Plant in Jewar, Uttar Pradesh.

In May 2025, the Union Cabinet chaired by Prime Minister Narendra Modi approved a Joint Venture (JV) between Noida (Uttar Pradesh)-based HCL Group and Taiwanese electronics giant Hon Hai Precision Industry Co., Ltd. (Foxconn) to establish a semiconductor manufacturing unit near Jewar Airport, located within the Yamuna Expressway Industrial Development Authority (YEIDA) region in Uttar Pradesh (UP).

  • - This project marks the 6th semiconductor unit approved under the Government of India’s ₹76,000 crore India Semiconductor Mission (ISM), and will be the first-ever semiconductor chip unit in Uttar Pradesh under the ISM initiative.

💡 Other Important Facts:

  • (i) The upcoming semiconductor facility will be developed at an estimated cost of ₹3,706 crore, with approximately ₹1,500 crore to be provided as incentives by the Government of India under its chip manufacturing scheme.
  • (ii) The unit is expected to commence production by 2027, and will have the capacity to cater to nearly 40% of India’s domestic semiconductor demand.
