Karnataka and IN-SPACe Ink Two MoUs to Set Up Space Manufacturing Park and Centre of Excellence (CoE).

In May 2025, the Government of Karnataka and Indian National Space Promotion and Authorisation Centre (IN-SPACe), based in Ahmedabad, Gujarat, signed two Memoranda of Understanding (MoUs) to strengthen Karnataka’s role in India’s growing commercial space ecosystem. The MoUs aim to establish a Centre of Excellence (CoE) for space technologies and a space manufacturing park under a public-private partnership model.

  • - The MoUs were signed by Dr. Ekroop Caur, Secretary to the Government (Electronics, IT, Biotechnology, and Science & Technology), Government of Karnataka, and Lochan Sehra, Joint Secretary, IN-SPACe. The signing took place in the presence of Dr. Shalini Rajneesh, IAS, Chief Secretary to the Government of Karnataka, and Dr. Pawan Goenka, Chairman, IN-SPACe.
  • - To be set up in Bengaluru, Karnataka, this CoE will focus on promoting research and innovation in space technologies, serving as a hub for talent development and industry collaboration.

💡 Other Important Facts:

  • (i) A space manufacturing park will be developed through a public-private partnership (PPP) model, focusing on the production of next-generation satellites and launch vehicles. This initiative is expected to attract private investment and enhance indigenous manufacturing capabilities.
  • (ii) Both initiatives align with the goals of the Indian Space Policy, 2023, which encourages private participation, technological innovation, and the growth of India’s NewSpace ecosystem.
  • (iii) Karnataka already hosts a robust space and defense infrastructure, including key organizations like the Indian Space Research Organisation (ISRO), Defence Research and Development Organisation (DRDO), Hindustan Aeronautics Limited (HAL), Bharat Electronics Limited (BEL), Bharat Heavy Electricals Limited (BHEL), and National Aerospace Laboratories (NAL)—providing a strong foundation for these newly announced initiatives.
